1. TITLE
The Club shall be known as the Colchester Rovers Cycling Club; its objective shall be the encouragement of cycling for all.
2. AFFILIATION
The club shall affiliate annually to the following cycling bodies, British Cycling, Cycling Time Trials and Road Records Association. The club shall also affiliate to any other cycling or sporting body that the Management Committee feels appropriate.
3. MEMBERSHIP
A. Is open to all people subject to the approval of the Management Committee.
B. A member who resigns from the club may be presented with trophies won by themselves whilst a member of the club, but on resignation must relinquish all trophies.
Note The Committee recommends that ALL members have Third Party Insurance Cover.
4. HONORARY MEMBERSHIP
Is open to approved person’s, such members having the privileges of full members, but is debarred from racing and voting at general meetings. Honorary Life membership may be conferred on such members, as the club seems fit.
5. NON RIDING MEMBERSHIP
Is open to those who have ceased to take part in any form of cycle riding
6. JUVENILE MEMBERSHIP
A. Is open to those person's up to & not attaining the age of 16. Application for this class of membership must be made by a parent or guardian and countersigned by one senior member of the club.
B. Juvenile members are to enjoy full privileges of membership except that they shall be debarred from voting at general meetings.
C. Other than being included in Family Memberships, renewal of Juvenile Membership will require the filling in of a Club Membership Application Form on an annual basis as defined in Rule 6(a).
7. JUNIOR MEMBERSHIP
Is open to all juniors as defined in the CYCLING TIME TRIALS Rules.
8. SECOND CLAIM MEMBERSHIP
A. Is accepted by the club, provided that those members are affiliated to the BRITISH CYCLING or C.T.C.
B. Formal applications for Second Claim Membership duly proposed and seconded, will be considered by the Committee. Such applications will not to be rejected by Committee unless serious objections are received.
C. These members can enjoy full privileges except that they be debarred from voting at general meetings, taking club records, trophies, shields, championship awards, scratch & handicap medals in club events.
D. Military Personnel will be allowed to compete and qualify for Club Championships even if they are 2nd Claim Members
9. FAMILY MEMBERSHIP
Family Memberships is open to parents and children up to and not attaining the age of 18 resident at the same address or two adults living at the same address.
10. SUBSCRIPTIONS
A. Subscriptions shall be due on the 1st January of each year.
B. Members not paying their subscriptions by February 28th will forfeit their membership, and on applying for re-admission into the club shall be charged a £1.00 re-entrance fee.
C. Subscriptions from new members shall be due from the time of membership being approved by the Management Committee.
D. New members subscriptions due and paid after 30th September, are to carry forward until the end of the following year.
E. Honorary members are exempt from subscriptions.
11. TEMPORARY MEMBERSHIP
Prospective new members who wish to “TRY OUT” Time Trialling before coming full members can obtain Temporary Membership. The price of Temporary Membership is £1-00p per event, with up to a maximum of 3 events permitted before Full Membership is required.
The Full Membership Fees shall have the Temporary Membership Fees deducted from their Full Membership Fees on joining.

12. MANAGEMENT COMMITTEE
A. The club's affairs are to be run by a Committee, which shall be known as the Management Committee. The Committee shall consist of Chairman, Vice Chairman, General Secretary, Treasurer, Social Secretary, Club Captain, Road Race Secretary, Time Trial Secretary, Membership Secretary, Coaching Secretary, Track Secretary, Marshalling Secretary, Audax Secretary, Cyclo-Cross Secretary, News Letter Editor, Press Secretary, Mountain Bike Secretary, Cycle Speedway Secretary plus four other first claim members, with preference to one being a junior member elected at the A.G.M.
B. The Committee will meet once each month, at a previously decided venue. The Committee will meet only if a "QUORUM" of 5 members including the Chairman is present. If a "QUORUM" is not present, the meeting shall be postponed until the following month. The Committee may elect a Deputy Chairman for the meeting from among its members if the Chairman is absent.
C. Any Committee member missing three consecutive meetings and not able to give a satisfactory explanation will be required to resign from the Committee and that member's place will be taken by another club member invited by the Committee.
D. The Committee shall have the power to expel or suspend any member who, in their opinion, behaves in a manner likely to be detrimental to the club or any member who constantly infringes Club rules.
E. The Management Committee shall neither repeal nor amend any of the standing orders of the club, neither shall it repeal nor amend any decision of major policy made by the Annual General Meeting. The following person's may attend and speak at Committee Meetings but may not vote.
13. CLUB PRESIDENT
The club shall elect a President & such Vice Presidents as it considers fit.
14. RULES GOVERNING GENERAL MEETINGS
A. The Annual General Meeting of the club will be held on the first Sunday in November, or as near as possible thereto; the Management Committee to decide.
B. A Date Fixing Meeting shall be held during the third week in August to decided the events, organisers, courses and dates of the open events the club is promoting the following year. The promotion of any events not placed before the date fixing meeting must be ratified by the following A.G.M.
C. The first business of the A.G.M. will be to elect a Chairman who will preside over the meeting & all Committee meetings thereafter until the day of the next A.G.M.
D. An Extraordinary General Meeting may be called upon supplication of not less than 25% of the paid up membership.
E. Members entitled to vote at all general meetings will be those with at least six calendar months membership.
F. The rules of debate shall apply for the purpose of the conduct of all general meetings, that each member shall be entitled to speak once, either for or against the motion being debated. The exception being the mover, who will be allowed to reply at the end of the debate & answer questions. The Chairman shall have discretionary powers to allow the motion to be "discussed" if he thinks that it will be better resolved that way. This would apply only if the motion was not one that would radically affect club policy.
G. Voting at all general meetings will be by show of hands unless a proposal for a ballot is mooted.
H. Decisions taken at the A.G.M. shall not be repealed except by future A.G.M.'s or E.G.M.'s.
I. Agendas for all general meetings shall be circulated at least 4 days prior to the day of the meeting. Items for inclusion on the agenda must be submitted to the Secretary at least 14 days prior to the date of the meeting.
15. MARSHALLING
The Club requires that members competing in Club Events (including P.T.T.) shall assist in Marshalling Open & Association events.
16. CLUB ROOM
The club expects those members using the clubroom to assist in the making of tea once per year.
17. EXPENSES
A. The club may assist first claim members with a contribution towards the cost of travel when representing the club at National Championships. Claims will be decided by the committee at the end of the financial year (30th September) and will be subject to a maximum budget of 10% of available club funds. Individual claims will be restricted to a maximum of £10.00 per event.
B. The club may also assist members with cost of attending coaching courses such as Youth Week. Financial assistance provided during the year will be deducted from the funds available for expenses under Rule 16(a) at the end of the financial year.

A. The club will promote events for both Ladies & Gentlemen members at the following distances:

B. If the Club is unable to promote any of the events listed in Rule 18 (A) then the Management Committee shall have the power to select an event(s), preferably within the boundaries of the CYCLING TIME TRIALS London East and East Districts to allow the fulfilment of the requirements of the Rules Governing Club Championships (Rules 21(A to I)) and Trophies (Rules 22(A to M). Notification of these selected events shall be published via the Club Notice Board and/or the Club Magazine or by letter.
19. ENTRIES
Entry fees for the club events to be £2.00 for Senior and Veteran Members and £1.00p for Junior and Juvenile Members.
Entry fees to accompany all entries completed on Club Event Entry Forms to be submitted at least three days prior to the event.
Discretion in the application of this rule due to untoward circumstances to be the prerogative of the Time Trial Secretary.
20. AWARDS FOR CLUB EVENTS
A. Maximum awards for club events will be as follows for the 25 Mile Hilly, 25 Mile Medium Gear, Hill Climb, Junior 10 and Juvenile 10 events:

B. A sliding scale for awards pro-rata for men and women in all club events. Scale as follows:

8/10 Entries Fastest Scratch + 1st & 2nd Handicap only
11 Entries upwards Maximum Awards apply
In the event of no more than two entries being received, the times will count towards the club championships and the fastest rider shall receive a certificate.
NOTE: The "Racing Season" for Club Championships will commence on the day after the last Sunday in October and end on the last Sunday in October of the following year. Claims for Club Championships shall be made up to and including the last Sunday in October of the "Racing Season".
21. CLUB CHAMPIONSHIPS
A. The Club B.A.R. Championship to be decided on the fastest average speed over 50 miles, 100 miles & 12 Hours. Any open events to count. The winner to be awarded the Paul Gusher Cup for one year. Any rider who completes the B.A.R. distances is eligible for a club B.A.R. certificate
B. The Club Championship to be decided on a points scoring system.
The First Club Rider in each of the Qualifying Events shall score 25 points, and there after reducing by 1 point per placing down to the 25th Placed Club Rider.
Every Club Finisher below the 25th placed Club Rider shall also receive 1 point.
The Qualifying Events for the Club Championship shall be split into 3 specific distance groups and are as follows
Group 1. Distances Up to and including 15 Miles
Group 2. Distances Over 15 Miles up to and including 30 Miles
Group 3. Distances Over 30 Miles
The Number of Events Ridden in each Specific Group to Qualify for the Club Championship shall be
Group 1. 3 Qualifying Events
Group 2. 3 Qualifying Events
Group 3. 1 Qualifying Event

Club Riders may ride any number of Qualifying Events in Each Category; only the best placing's in each of the categories shall count towards the Club Championship.

The List of Qualifying Events shall be decided by either the Club Committee or the Club Time Trial Secretary and will be published before the start of the Racing Season.

Any rider who completes the 7 Qualifying Events in the Club Championship will eligible for a Club Certificate.
Certificates shall include the total points scored and the rider’s final position in the Championship.
C.The Club Handicap Championship to be decided on a points scoring system.
The First Club Rider on Handicap in each of the Qualifying Events shall score 25 points, and there after reducing by 1 point per placing down to the 25th Placed Club Rider.
Every Club Finisher below the 25th placed Club Rider shall also receive 1 point.
The following events only to count. Either Club 10, either Club 25, either Club 30 and Open 50.
Both 10’s are to be handicapped off 24 minutes. Both 25's to be handicapped off the hour. The 30's to be handicapped off the hour 12 minutes, the 50's off 1 hour 50 minutes.
Only performances in the current and preceding season shall be considered. A rider having no such performance shall be allocated an allowance equal to half that of the slowest entrant.
The winner to be awarded the Worthington Evans Trophy for one year.D. The Club Veterans Championship to be decided over 25, 30 & 50 miles, any Open or Club Events to count on standard. The winner to be awarded the Veterans Trophy for one year
E. The Club Lady Veterans Championship to be decided over 10, 25 & 30 miles, any Open or Club Events to count on standard. The winner to be awarded the Harry Haynes Trophy for one year.
F. The Club Junior Championship to be decided on the fastest average speed over the fastest two performances at 10 miles and fastest two performances at 25 miles. Any event to count. The winner to be awarded the Kemble Challenge Cup for one year.
G. The Club Juvenile Championship to be decided on the fastest average speed over 10 & 25 miles. Any events to count. The winner to be awarded the Geoff Keeble Cup for one year
H. The Ladies Championship to be decided on the fastest average speed over 10, 25 & 30 miles. Any event to count. The winner to be awarded the E.G. Mann Cup for one year
I. The Ladies Handicap Championship to be decided on the fastest average speed over 10, 25 & 30 miles. Club events only to count. Either of the Club 10's, either of the Club 25's and either the Club 30's.
J. Cancellation of Club Events
In the event of exceptional circumstances where-by “Club Events” have to be cancelled due to adverse weather conditions, road works, accidents etc. in respect of the following Competitions.
Club Championship, Club Handicap Championship, Ladies Handicap Championship and other “Trophy Events”, then the following shall apply
The Results of Colchester Rovers Open 25 Mile Events shall be considered
The Results of Colchester Rovers Open 50 Mile Events shall be considered
N.B. Females may compete, subject to age in any championship.
N.B. The term "EVENT" does not include Private Time Trials.22. TROPHIES
A. The W.F. Johnson Trophy to be awarded for one year to the member who rides the Fastest Open 100 Mile Time Trial of the year.
B. The Les Sibley Trophy to be awarded for one year to the winner of the "CLUB 50" (Currently the Open 50).
C. The Jack King Memorial Trophy to be awarded for one year to the fastest on handicap in the "CLUB 100" (Currently the ECCA 100).
D. The Jock Wadley Memorial Trophy to be awarded for one year to the fastest on handicap in the "CLUB 50" (Currently the Open 50).
E. The Timekeepers Trophy to be awarded for one year to the Fastest Club Member in the "OPEN 25".
F. The Memorial Shield to be awarded for one year to the fastest on handicap in the "MEMORIAL 25".
G. The Geoffrey Simms Trophy to be awarded for one year to the winner of the "JUNIOR 10 MILE CHAMPIONSHIP" event. For the Geoffrey Simms Trophy purposes junior is defined as less than 18 years of age.
H. The Hill Climb Trophy awarded for one year to the winner of the "CLUB HILL CLIMB CHAMPIONSHIP".
I. The Ladies Hill Climb Trophy awarded for one year to the winner of the "LADIES HILL CLIMB CHAMPIONSHIP".
J. The Harry Cole Shield awarded for one year to the winner of the Evening Points Competition for riders aged 50 and over.
K. The John Duffett Novices Trophy to be awarded for one year to the novice racer who the Committee feel has performed best during the season.
L. The Rover of the Year Salver for the person nominated has produced outstanding /qualities for the club during the year.
M. The David Keeble Cup to be awarded for one year to the winner of the Evening Points League
N.B. The term "EVENT" does not include Private Time Trials.
23. PRIVATE TIME TRIALS
A. These will be held on one week day evening during the racing season as the Management Committee feels appropriate. Entry fees for these events will be £2.00 for Senior and Veteran Club Members, £1.00p for Junior and Juvenile Club Members/Non-Members and £2.50p for Senior and Veteran Non-Members, payable on the line. However a SEASON TICKET may be purchased in advance from the Time Trial Secretary at the price of £20.00 for Senior and Veteran Club Members, £10-00 for Junior and Juvenile Club Members.
B. Times will not count towards the club championship but must be used when compiling entry forms. (To comply with CYCLING TIME TRIALS regulations).
24. EVENING POINTS COMPETITIONS DEFINITIONS
In the subsequent Rules relating to the Evening Points League, Evening Ladies Points Competition, Evening Juvenile Points Competition, Evening M.T.B. Points League and the Evening Over 50's Points League, where 16 or more Evening 10's events are run during a season then the riders best 12 placing’s shall be added together to determine the winner. Where 15 or less Evening 10's events are run during a season then the riders best 10 placing’s shall be added together to determine the winner.
25. EVENING POINTS LEAGUE
The Club will run an Evening Points Competition for Club riders, the competition shall comprise of 50 points for the winner on time over the required distance, with 49 points for second, etc. Down to 50th place where all finishers shall receive 1 point each. The winner to be awarded the David Keeble Cup for one year.
26. EVENING LADIES POINTS COMPETITION
The Club will run an Evening Points Competition for Lady Club riders, The competition shall comprise of 20 points for the winner on time over the distance required, with 19 points for second, etc. Down to 20th place where all finishers shall receive 1 point each. The winner to be awarded the Charlie Clift Memorial Trophy for one year.
27. EVENING JUVENILE POINTS COMPETITION
The Club will run an Evening Points Competition for Club Juvenile riders. The competition shall comprise of 20 points for winner on time over the required distance, with 19 points for second, etc. Down to 20th place where all finishers shall receive 1 point each. The winner to be awarded the Accountants Cup for one year. For the Accountants Cup purposes a "Juvenile" is defined as less than 16 years of age.
27. EVENING M.T.B, POINTS LEAGUE
An award will be given to the leading Club Mountain Bike Rider in the Evening Points League. Subject to the tyre width being a minimum of 1.5". Points to be awarded as the Evening Points League.
28. EVENING OVER 50'S POINTS LEAGUE
The Club will run an Evening Points Competition for Club riders aged 50 years and over, the competition shall compromise of 20 points for the winner on time, with 19 points for second, etc. Down to 20th place where all finishers will receive 1 point each. The Winner to be awarded the Harry Cole Shield for one year.
29. TIME TRIAL RECORDS
A. Club Time Trial Distance Records are recognised for Men in the following disciplines: Bicycle, Bicycle Team, Tricycle, Tricycle Team, Tandem over the following distances: 10 miles, 25 miles, 30 miles, 50 miles, 100 miles, 12 hours, 24 hours
B. Club Time Trial Distance Records are recognised for Ladies in the following disciplines: Bicycle, Bicycle Team, Tricycle, Tandem over the following distances: 10 miles, 15 miles, 25 miles, 30 miles, 50 miles, 100 miles, 12 hours, 24 hours
C. Club Time Trial Distance Records are recognised for Juniors in the following disciplines: Bicycle, Bicycle Team over the following distances: 10 miles, 25 miles, 30 miles, 50 miles
D. Club Time Trial Distance Records are recognised for Juveniles in the following disciplines: Bicycle, Bicycle Team over the following distances: 10 miles, 25 miles, 30 miles
E. Club Time Trial Distance Records are recognised for Veterans in the following disciplines: Bicycle, Bicycle Team, Tricycle, Tricycle Team, Tandem over the following distances: 10 miles, 25 miles, 30 miles, 50 miles, 100 miles, 12 hours, 24 hours

H. All record attempts shall take place within a code of conduct approved by the Club Committee
I. The organisers of the record attempts shall notify the time trial secretary of the record attempt. They shall also be responsible for providing a suitable timekeeper(s) and turn marshal(s)
J. The entry fee for these attempts shall the same as for Club Events
K. Start & finish can be any point on the route, but both turns must be negotiated to qualify
L. Certificates will be awarded for successful attempts
32. TIME STANDARD MEDALS
A. These are awarded to person's recording times or distances better than the appropriate standard time, & their best own time in the third season prior then obtaining. There are three standards to aim at: the "bronze", the "nickel silver", & the "silver". All applications for time standards, together with a fee of £3.00p per event should be submitted to the racing secretary one week prior to the event.

COMPETITION: - TRACK RACING RULES
33. GENERAL RULES
If the club acquires track facilities, the management committee may impose a levy on members using these, to defray part or all of the expenses involved. This levy must be paid before use is made of the facility provided.
34. CLUB TRACK CHAMPIONSHIP EVENTS
A. The venue and arrangements for the championships will be decided by the management committee
B. The following Championships are to be decided at the Club Senior and Ladies Track Championships: - Men’s (for the Howlett Cup), Ladies (for the Harry Cole Cup). Respective winners are to be awarded their trophies for one year
C. The Senior and Ladies Track Championships are to consist of an omnium of 3 scratch races the championship being decided on a 5,3,1 points basis for the 1st, 2nd & 3rd riders in each event.
D.The Juvenile Track Championships will be run over a season long competition, via the Evening Track Training Sessions, over the season long competition shall comprise of 50 points for the winner on time over the required distance, with 49 points for second, etc. Down to 50th place where all finishers shall receive 1 point each. The winner to get the J.B. Wadley Junior Trophy for one year.
35. CLUB TRACK CHAMPIONSHIP SUPPORTING EVENTS
A. The Pursuit Championship is to be decided over a distance of 2 miles. The winner to be awarded the Pursuit Shield for one year
B. The Flying Lap Cup to be awarded to the rider with the fastest time in the "FLYING LAP" competition

36. CLUB CHAMPIONSHIPS
A. The Club Juvenile Cyclo-Cross Championship to be decided on the highest aggregate number of points gained in the club's Open Cyclo-Cross events. The winner to be awarded the Junior Cyclo-Cross Trophy for one year.
B. The Club Cyclo-Cross Championship to be decided on the highest aggregate number of points gained in the club's Open Cyclo-Cross events. (Open to Junior/Senior/Veteran.) The winner to be awarded the Senior Cyclo-Cross Trophy for one year.
37. CYCLO CROSS RACES
An award will be given to the leading Mountain Bike Rider in the Clubs Cyclo Cross Championship. Subject to the tyre width being a minimum of 1.5". Points to be awarded as the Cyclo Cross Championship

38. CLUB CHAMPIONSHIPS
The Club Road Race Championship to be decided on the highest aggregate number of points gained in Open R.R.'s. (Points as per BRITISH CYCLING Rules.) The winner to be awarded the Kiwi Trophy for one year

39. CLUB CHAMPIONSHIPS
The Club Mountain Bike Championship is to be decided on the highest aggregate number of points gained in Open Mountain Bike / Cyclo Cross Events. Points to be awarded as follows: -
Category One Events. (National Events, MBI Winter Series Etc.) 1st place=30pts, 2nd place=29pts to 30 place=1pts
Category Two Events. (Medium Sized Regional Events i.e. Thetford) 1st place=20pts, 2nd place=19pts to 20th place=1pts
Category Three Events. (Small Local Events, Cyclo Cross, etc.) 1st place=10pts, 2nd place=9pts to 10th place=1pts

The winner of the club championships & attendance shield, together with their respective runners up, are each entitled to a medal
41. CLUB TROPHIES
Club Trophies may be won only by first claim members with the exception of first claim members riding in a service promotion & such other events as they may be selected to ride in.

With the advent of E-Mail ALL communication via Updates in Club Championship, Club Handicap Championship, Updated Lists of Trophy and Medal Winners and All other correspondence regarding Committee and Annual General Meetings Correspondence shall be sent via e-mail for those members who wish to remain on the e-mail mailing list.
ALL Members have the right to opt out of this method of information transfer by not selecting the opt in tick box on their annual membership renewal form.
Where by all members who have not opted in to receive e-mail information, shall receive ALL CORRESPONDENCE via the Normal Royal Mail System
